NC Educational Technology Competency Requirements

For whom do these North Carolina competencies apply:
  1. University Faculty: In agreement with the Chair of the State of Board of Education, the then President of the University System, Dr. Spangler, set a goal of Teacher Education faculty modeling the application of the basic competencies listed below in their classroom teaching, beginning with the fall semester of 1996. Advanced competencies are required as of the fall of 1997. In our College, the Director of Instructional Technology, Ben Coulter, is responsible for seeing that these competencies are met.
  2. Preservice educators: All graduates of state teacher education programs, including educational leadership programs, are to meet the requirements of these competencies, including the advanced competencies. A licensure exam requiring the completion of multiple choice and hands-on tasks covering these competencies was begun in the spring of 1998, with a pilot exam being administered the spring of 1997. As of fall, 1999, the hands-on component was dropped and then a semester later the multiple choice requirement was dropped.
  3. Practicing educators: School Districts are responsible for inservicing state teachers on these competencies. The next 3-5 CEU's that teachers take for the renewal of their license must be taken in coursework leading to the meeting of these competencies. The state legislature allocated some $47 million dollars for 1995-1996 and some $20 million dollars for the 1996-1997 academic year to fund equipment, software and training. The amount has since then fluctuated considerably depending on state revenues and other legislative priorities. The state is also broken into administrative regions, with the state University's charged with coordinating and leading the training and inservice effort.
